Japan's Specified Skilled Worker (SSW) program has two tiers: Category 1 and Category 2. SSW Category 2 offers no cap on total stay (renewable indefinitely) and allows the holder to bring family members to Japan. If the permanent residence requirements are met, it also opens a clear path to a permanent residence permit. Category 2 was significantly expanded in June 2023, but its requirements are substantially higher than Category 1. SSW Category 2 Eligible Sectors (After the 2023 Expansion)
A June 2023 Cabinet decision expanded SSW Category 2 from 2 sectors (Construction; Shipbuilding & Ship Machinery) to 11 sectors:

SSW Category 2 Qualification Requirements

Skills: Pass the Category 2 evaluation exam
Applicants must pass the SSW Category 2 skills evaluation exam for their sector (set at a higher level than Category 1). In some sectors, passing the National Skills Test (Grade 1 or 2, varies by sector) may substitute. Exams are sector-specific in content and testing body, and are available both domestically and overseas. -
Japanese language: Generally no exam requirement
Unlike Category 1 (which requires JLPT N4 or the Basic Japanese Language Test), Category 2 does not in principle impose a Japanese language exam requirement (check sector-specific rules). That said, a high level of practical Japanese communication ability is expected in virtually all Category 2 roles. -
Prior work experience in Category 1
Most sectors effectively require several years of Category 1 work experience (typically 3–5 years) before sitting the Category 2 exam. Some sectors allow direct Category 2 testing, but the Category 1 → Category 2 progression is the standard route. -
Residence, tax, and social insurance compliance
As with Category 1, the validity of the residence card, compliance with tax filing obligations, and proper social insurance enrollment are reviewed.
Key Benefits of SSW Category 2

No cap on total stay
Category 1 has a 5-year lifetime limit. Category 2 can be renewed repeatedly — there is no total stay limit (each renewal is for 3 years, 1 year, or 6 months). -
Family members can accompany
Category 1 does not permit family accompaniment in principle. Category 2 allows spouses and dependent children to join the holder under the Family Stay (家族滞在) visa. -
Pathway to permanent residence
Continuing under Category 2 while meeting the permanent residence requirements (generally 10+ years of continuous residence, good conduct, stable income, etc.) opens the path to a permanent residence permit application — effectively a route to settling permanently in Japan.
Steps to Transition to SSW Category 2
- ① Work in the target sector under SSW Category 1 (typically 3–5 years)
- ② Pass the sector's SSW Category 2 skills evaluation exam (or qualify via National Skills Test)
- ③ Apply for a change of status (SSW Category 1 → SSW Category 2)
- ④ Continue working under Category 2 → apply for permanent residence when eligible
