Japan's Special Residence Card (特定在留カード) — which integrates the functions of the residence card and the My Number Card into a single card — officially launched on June 14, 2026 (Sunday). Since immigration offices are closed on Sundays, applications are being accepted from June 15 (Monday) onward. This article explains what the card is, who can apply, and what you need to know before visiting an office.

What Is the Special Residence Card?

The Special Residence Card combines the residence card (在留カード) — or Special Permanent Resident Certificate — with the My Number Card into one card. When immigration procedures such as a residence period renewal are completed at an immigration office, the card's residence information is automatically updated, eliminating the need for a separate visit to the municipal office.

Acquisition Is Voluntary

Important: Switching to the Special Residence Card is NOT mandatory.

Because the My Number Card itself is optional, so is the Special Residence Card.
You may continue using your current residence card and My Number Card as two separate cards — both remain fully valid until their respective expiry dates.

Who Can Apply?

  • Mid-to-long-term residents registered in the Basic Resident Register (i.e., holders of a standard residence card)
  • Special permanent residents (holders of a Special Permanent Resident Certificate)
  • Must already hold a My Number Card

Where and How to Apply

  • Regional Immigration Services Bureau: Apply at the same time as a renewal, status change, or other immigration procedure — the most convenient option.
  • Municipal office (city/ward/town hall): Applications are also accepted at your local municipal office.

Documents Required

  • Your current Residence Card (or Special Permanent Resident Certificate)
  • Your My Number Card
  • Application form (provided at the counter)

Processing Time & Validity

  • Processing time: Approximately 10 days longer than a standard residence card issuance. Same-day issuance is not available.
  • Validity: Whichever comes first — your residence period expiry date or your My Number Card expiry date (10 years from issuance for adults; 5 years for those under 18). Be aware that if your My Number Card expires before your residence period, the Special Residence Card will also expire.

Key Benefits

  • No separate municipal visit after immigration procedures: When you renew your residence period or change your status at an immigration office, the card automatically reflects the updated information — no need for a follow-up visit to the municipal office.
  • One card instead of two: Reduces the number of cards you need to carry.

Note for Employers

If an employee switches to a Special Residence Card, your obligation to verify residence status does not change. The Special Residence Card displays residence status and period information and can be verified in the same way as a standard residence card. Importantly, you cannot require employees to obtain the Special Residence Card — it is entirely the individual's choice.
