The Organization for Technical Intern Training (OTIT) is urging that new applications for Technical Intern Training supervising organization licenses be filed by September 30, 2026. Although the statutory application deadline is March 31, 2027, applications filed on or after October 1 may not be processed in time, making approval unlikely.
Transitioning from Supervising Organization to Supervising Support Organization
- Holding a license as a supervising organization under the Technical Intern Training Act does not automatically confer status as a supervising support organization under the Ikusei Shuro Act
- Conversely, an entity licensed as a supervising support organization under the Ikusei Shuro Act is deemed to hold a general supervision business license, allowing it to continue supervising technical intern training that remains under the transitional measures
- In other words, only a one-way bridge exists via the supervising support organization license
Status of Sending-Country Preparations
The Ikusei Shuro program requires bilateral Memoranda of Cooperation (MOCs) with sending countries and the establishment of certified sending organization lists by those countries. As of August 18, 2026, the status was as follows.
- Bilateral MOCs signed: 3 countries
- Certified sending organization lists submitted: 2 countries
- Of 14 countries that submitted lists, 12 remain provisional
A supervising support organization license can only be granted once the sending organization named in the application appears on the sending country's certified list. Delays on the sending-country side may therefore also affect the licensing process for supervising support organizations.
Implications for Host Employers and Supervising Organizations
Ahead of the Ikusei Shuro program's launch on April 1, 2027, supervising organizations seeking to become licensed supervising support organizations need to prepare their applications with September 30 as a practical benchmark. At the same time, they should bear in mind that licensing timelines could be delayed depending on sending-country progress.
