Ahead of the April 1, 2027 launch of Japan's Ikusei Shuro (Skills Development Employment) system, pre-implementation permit applications for the new Kanri Shien Kikan (Supervision Support Agency) — the cornerstone institution of the new system — opened on April 15, 2026. Applications are submitted to the Organization for Technical Intern Training (OTIT) Head Office Examination Division Branch. The most critical point for existing supervision organizations (kanri dantai): there is no automatic transition to Kanri Shien Kikan status. A brand-new permit application is required.

What Is the Ikusei Shuro System and the Kanri Shien Kikan?

The Ikusei Shuro system replaces the Technical Intern Training (TIT) system on April 1, 2027. Its goal is to develop foreign workers' skills while facilitating smooth transition to Specified Skilled Worker (tokutei gino) status. Foreign workers accepted under the system hold an "Ikusei Shuro" residence status for up to three years.

The Kanri Shien Kikan is the equivalent of the current supervision organization (kanri dantai) — it supervises and supports accepting companies and the foreign workers they employ. A permit from the competent ministers (Minister of Justice and Minister of Health, Labour and Welfare) is required.

Key Permit Requirements

① External Auditor — New Mandatory Requirement

Every Kanri Shien Kikan must appoint an external auditor who is a lawyer (bengoshi), administrative scrivener (gyoseishoshi), or social insurance labor consultant (shakai hoken rōmushi). The external auditor must be independent of the organization and conduct periodic compliance audits.

With approximately 3,700 existing supervision organizations all applying simultaneously, securing a qualified external auditor is one of the biggest hurdles. Contracting with an eligible external auditor as early as possible is strongly recommended.

② Staffing Requirements

At least 2 full-time officers or employees are required. Each staff member may oversee a maximum of 8 accepting companies or 40 foreign workers. Staffing levels must be scaled to the agency's acceptance volume.

③ Multiple Accepting Companies Required

An organization that works with only one accepting company will not be permitted to operate as a Kanri Shien Kikan. Relationships with multiple accepting companies are required.

Key Dates

  • April 15, 2026: Pre-implementation Kanri Shien Kikan permit applications open
  • September 1, 2026: Pre-implementation Ikusei Shuro plan approval applications open
  • April 1, 2027: Ikusei Shuro system takes effect

Given that permit decisions take considerable time, organizations should begin preparing their external auditor contracts and documentation as soon as possible.

Application Process

  1. Submit required documents to the OTIT Head Office Examination Division Branch
  2. OTIT investigates the facts in the submitted documents
  3. Minister of Health, Labour and Welfare consults the Labour Policy Council
  4. Strict review of requirements including external auditor independence
  5. Competent ministers (Minister of Justice and MHLW) issue permit or denial

What Existing Supervision Organizations Must Do

  • No automatic transition: Even organizations holding a valid current supervision organization permit must file a new Kanri Shien Kikan permit application.
  • Secure an external auditor early: Identify a qualified, independent lawyer, gyoseishoshi, or SR and finalize a contract well before the application deadline.
  • Review articles of incorporation / internal rules: Articles or rules may need revision to cover the Kanri Shien Kikan's expanded scope and organizational requirements.
  • Develop a transition plan: To continue accepting foreign workers after April 1, 2027, the permit must be obtained before that date.
